VkError: -8 bugfix

Bugfix:

The application reported this message VkError: -8 line: 6379 func: Init2. The cause was a "never say never" type of bug which is now fixed.

Description:

AMD FSR 1.0 may use explicit half float numbers which is covered by this Vulkan extension: VK_KHR_shader_float16_int8. However, this extension covers two new functionalities and it's necessary to check them separately.
